How We Select our Judges
The CIPS Supply Management Awards Asia judging panel will consist of representatives from CIPS and ProcureCon as well as senior procurement leaders. We do not allow consultants to join our panel and we limit non-CIPS judges to just two terms on the panel. All judges sign a confidentiality agreement with us, as well as declaring any conflicts of interest regarding the entries. Those judges who have declared a conflict of interest do not score those submissions
We are confident that our awards stand out from others in the industry for being highly transparent, robust and ethical. Our standards are incredibly high and we carefully select judges based on this.
THE JUDGING PROCESS
Judges score each submission against each category criteria and come together to debate the shortlist and winners. Individual entries are invited for an interview with a small panel of judges.
Andrew Cannon Brookes

The Bank has recently launched a public-cloud based technology solution for supply chain management including TPRM, and has made substantial progress in improving its Procurement return on investment to world-class levels.
Andrew has more than 20 years’ experience in purchasing and supply chain. He was previously the Director of Support Enablers and Inventory Management at the UK Ministry of Defence. In this role, he was a 2* equivalent-ranked civil servant and reduced the UK Defence inventory by a third to £32bn, saving British taxpayers over £2bn while supporting 26 concurrent overseas military operations. Andrew also successfully delivered a £1.6bn Logistics information services programme as part of this role.
Prior to joining the Ministry of Defence, Andrew held a number of senior supply chain management and Procurement roles at IBM. These included leading the outsourced ThinkPad supply chain from Raleigh North Carolina in the US, becoming a Partner in the Industrial Sector consulting practice in Asia Pacific, and heading up solutions and delivery for the supply chain management Business Process Outsourcing offering.
Andrew graduated from Cambridge University and is a Companion of the Chartered Institute of Management. He was recently named as one of the CIPS Supply Management Procurement Power List of the most influential people in Procurement.
Andrew is married with three children, and is a keen sailor, golfer and skier. Andrew is also an avid Leeds United football fan.

In her role Victoria leads the company’s procurement department and is responsible for the source to pay technology transformation across Zuellig.
Victoria brings with her over 20 years of Sourcing, Procurement and IT implementation experience.
She has worked across several industries leading teams in Europe, US and Asia to ensure that the procurement function, it’s processes and systems are set up for long-lasting success, whilst driving collaborative an innovative procurement strategies to enable sustainable cost savings.
Before Zuellig Pharma, Victoria worked in SAP, Barclays, PwC and Procter & Gamble.
Originally from Russia, Victoria has lived, studied and worked in Germany and the UK, before moving her family to Singapore six years ago.
She’s a graduate from the European Business School in London, and holds an MBA from ESCP Europe.

After a decade’s absence from Singapore, the Westin brand made a comeback in 2013 and Alex was again given the privilege in setting up the hotel. Through the years he has also been involved in the opening or conversion of properties in Asia Pacific, lending his advice and experience on managing and implementing procurement systems, policies and processes. With more than two decades of sourcing experience, he has seen various changes in consumer preferences, lifestyle trends and service innovation in the hospitality industry. Alex holds an MBA from the University of Leicester, UK.
Alex is the current president of the Hospitality Purchasing Association Singapore which holds a membership strength of more than 100 professionals. The association is in its 24th year and aims to foster the learning, sharing and development of professional and individual skills through workshops or specialized masterclasses in the procurement field. Social gatherings are organised as well with family and friends participating to create a more inclusive environment aimed at enhancing members’ work/ life balance.
In his free time, Alex enjoys running. He has completed 36 full marathons and hopes to achieve 50 before turning 50.

In my current global role supporting 17 countries, I am responsible for formulating Customer Premise Equipment (CPE) sourcing strategies & leading cross-functional team to win global complex deals. I partner internally with Sales, Presales, Product, Solution, Engineering, Pricing, Commercial and Finance teams and externally I manage all the major distributors and outsourcing partners, and I join the price negotiation to close the major deals and upon winning the deals, I map out the detailed fulfillment process with cross-functional team to deploy more than hundreds of deployment sites across many countries. I have always enjoyed working with international team of diverse cultures.
In 2017, I have had the great honor to present in ProcureCon Asia on the subject of “How to form deeper, more cooperative connections with your suppliers to rapidly detect and neutralize any risks before they turn into incidents? “ I have presented this subject from the angle of Supplier Innovations. I love to lead initiatives to bring about innovative & meaningful supply chain results.
I am a native Chinese from Taiwan and had one time lived in USA for 10 years, speak, read & write both English & Chinese very well. I am an MBA from Tulane University in USA, a Lifetime Certified Purchasing Manager (C.P.M.) and a Project Management Professional (PMP). Over weekends, I have been a proud docent for Asian Civilisations Museum since 7 years ago and I sing in the choir for Sunday Mass.
