Head of Non-IT Institutional Procurement Asian Development Bank

Carmela D’Angelo is Head of Non-IT Institutional Procurement at the Asian Development Bank in Manila, Philippines. Carmela has over twenty years of international experience across the whole procurement landscape, in both public and private financial institutions.

Prior to joining ADB, she held several senior roles in IT Procurement and Business Management at Royal Bank of Scotland (RBS) and Australia and New Zealand Bank (ANZ), in the UK, Australia and Singapore.

She is specialized in transformational initiatives that drive value, efficiencies and best in class collaborations, including workforce strategy, vendor management, outsourcing and process optimization.

In her present role, Carmela provides strategic sourcing direction and management for the full Non IT portfolio of ADB’s institutional needs. These include Workplace and Facilities, Travel, Medical, Hospitality, Communications, Insurance, Experts. Her focus is on extracting value by leaning vendor portfolios, driving economies of scale, lowering risk, and sponsoring innovation.

Carmela earned a PhD in Classics from the University of Bologna (Italy), a M.S. in Management from the Cattolica University of Milan (Italy), a Postgraduate Diploma in Public Relations from QM University, Edinburgh (UK) and is a former member of the Chartered Institute of Procurement Australia (CIPSA).
