How Sheng Lee

Lee How Sheng has been with Singapore Pools for 12 years, since June 2007. His current portfolio is Director (Procurement). How Sheng heads a team of 6 handling procurement – both centralized and de-centralized.

Prior to joining Singapore Pools, How Sheng spent 25 years in various portfolios in the Singapore Civil Service, including the Ministry of Finance, where he handled public sector procurement policies and tenders in the mid-1990s.

In MOF, he started the Procurement Discussion Group (PDG) which brings together public sector procurement specialists to share best practices and improve procurement practices together, and GeBIZ, the Government Procurement Portal.

He is currently undertaking a transformation of the procurement policies and practices within Singapore Pools.
